NetScaler ADC and NetScaler Gateway are commonly used to provide application delivery, load balancing, SSL VPN access, federated authentication, remote desktop proxy services, and secure access to internal applications. These systems are frequently deployed at the network perimeter and often serve as an entry point to business applications and remote access services.
The flaw, tracked as CVE-2026-19490, affects NetScaler appliances configured as Authentication, Authorization, and Auditing (AAA) virtual servers or as Gateway services. It carries a CVSS v4.0 score of 9.3 and allows a remote, unauthenticated threat actor to bypass authentication controls on affected deployments. Successful exploitation may provide access to applications and services protected by NetScaler authentication.
Affected versions include NetScaler ADC and NetScaler Gateway 14.1 releases prior to 14.1-73.32 and 13.1 releases prior to 13.1-63.21, including affected Federal Information Processing Standards (FIPS) and National Information Assurance Partnership (NDcPP) variants. The public POC demonstrates exploitation of vulnerable NetScaler Gateway and AAA deployments. Analysis
Citrix NetScaler appliances have historically attracted threat actor interest because they are commonly deployed at the network perimeter and are accessible from the internet. Exposure is configuration-dependent and does not affect every NetScaler deployment equally. Administrative interfaces should be restricted to dedicated management networks or approved management hosts rather than exposed to the internet. Multi-factor authentication for administrative access helps protect against credential misuse, while centralized logging and monitoring of authentication policy changes, SAML configuration changes, and administrative actions can improve visibility into unauthorized access attempts and post-authentication activity.
Internal deployments running affected versions also warrant remediation, as exposure depends on software version and configuration rather than internet exposure alone.
